The Vietnamese standard for capitalizing proper nouns (other than people's names) is that… there is no standard. Vietnamese writers have been gradually relaxing the capitalization rules for at least 50 years. The following are all acceptable:
- Cộng Hòa Xã Hội Chủ Nghĩa Việt Nam – Common among overseas Vietnamese, since decades ago every morpheme had to be capitalized.
- Cộng hòa Xã hội Chủ nghĩa Việt Nam and Cộng hòa Xã hội chủ nghĩa Việt Nam – These days, most people capitalize only the start of every word in the proper noun. So since the two words cộng hòa (共和) together mean "republic", it's written Cộng hòa. There's a little variation, depending whether you consider xã hội chủ nghĩa (社會主義) to be all one word, meaning "socialism", or whether you treat xã hội ("society") and chủ nghĩa ("ideology") as two words.
- Cộng hòa xã hội chủ nghĩa Việt Nam – This is rarer, but lately the Vietnamese government seems to be using it consistently, so I guess you can consider it "official". It's a stretch to consider "socialist republic" to be one word, though.
CHXHCN Việt Nam and CHXHCNVN are common abbreviations, no matter which way you capitalize. I prefer Cộng hòa Xã hội Chủ nghĩa Việt Nam, because it breaks the name down into easily readable units of two morphemes, kind of like iambic meter in English.
